CITIZEN’S CHARTER

INTRODUCTION

CISF is one of the specialized Central Para-military Forces of India under Ministry of Home Affairs. It came into existence in the year 1969 with a meagre strength of about 3000 personnel for providing security to Public Sector Undertakings (PSUs) and Government Installations. CISF has taken up a multi faceted role in the field of internal security which includes Airport Security, Security of Govemment Building, Monument Security, Disaster Management, VIP Security and security of critical installations like Delhi Metro in addition to its traditional role of providing industrial security. The present strength is 1,64,462 officers and personnel and it provides security to 354 units including 65 domestic and international airports spread all over the country. CISF also gives security cover to I I installations in the Private Sector after being mandated by the Central Government in the year 2009.


CISF has a specialised Fire Wing which looks after the fire protection and fire prevention services of 108 units with a strength of about 8601 well trained man power.


Hitherto the services of CISF were only available to Govemment Organisations and PSUs but through an amendment in the CISF Act, the Govemment of India has permitted CISF to offer Consultancy Services in the field of Security and Fire Protection to public as well as private sector. Accordingly, the Consultancy Wing of the force is located at Force Head Quarters, which is ISO 9001: 2015 certified and offers Consultancy Services to both the Govemment and the Non Government Organizations.


CISF Head Quarters is located at Block no. 13, CGO Complex, Lodhi Road, New Delhi. The force is headed by the Director General. It is further organised into eleven sectors headed by Sector Inspectors General as per details given below:-

  • Eastem Sector Head Quarter at Ranchi
  • North Sector Head Quarter at New Delhi
  • Western Sector Head Quarter at Mumbai
  • South Sector Head Quarter at Chennai
  • North Eastem Sector Head Quarter at Guwahati
  • Airport Sector-I Head Quarter at New Delhi
  • Airport Sector – II Head Quarter at Bangalore
  • NCR Sector Head Quarter at New Delhi
  • North Eastem Sector-Il Head Quarter at Kolkata
  • Central Sector Head Quarter at Bhilai
  • DAE & DOS Sector Head Quarter at New Delhi

The Sectors are further divided into twenty Zones headed by Deputy Inspectors General to supervise the field units.

CISF has nine Training institutions in its fold. They are as follows:-

  • National Industrial Security Academy (NISA) at Hyderabad (Telangana)
  • Six Recruit Training Centres at Arakkonam (Tamilnadu), Barwaha (Madhya Pradesh), Bhilai (Madhya Pradesh), Deoli (Rajasthan), Behror (Rajasthan) & Mundali (Odisha) to look after the needs of the organization to provide well trained and qualified manpower for services.
  • One Fire Service Training Institute (FSTI) is co-located at Hyderabad with NISA. This Training Institute houses state of the art training facility on Disaster Management and specializes in imparting training on Disaster Management.
  • A Dog Training School at Ranchi, Jharkhand.

CISF has twelve Reserve Battalions, to cater the urgent needs of trained manpower for various duties

This citizen’s charter is an effort to improve responsiveness of the force to the needs of the citizens & stakeholders and to continuously improve the services rendered by the Force as per their expectation.
