Formed under the 50th Act of Parliament in 1968, the Central Industrial Security Force (CISF) today stands as a truly multi-faceted Central Armed Police Force. From its modest beginning with just 3,129 personnel, the Force has grown into a formidable strength of 2.20 lakh personnel, deployed across almost all states of the country.
CISF presently provides security cover to 361 critical national installations, including 70 airports. In addition, the Force maintains 12 Reserve Battalions to respond to any security exigency and operates 08 state-of-the-art Training Institutions, across the country that continuously shape and strengthen the “Force of the Future”.
The Central Industrial Security Force (CISF): The Shield of Security
The CISF security umbrella today extends across the nation’s most critical and vital installations, including nuclear facilities, space establishments, airports, seaports, power plants, and other strategic infrastructure. The Force also has the unique distinction of providing security to key Government buildings, historical monuments, and the mass rapid transport system such as the Delhi Metro. In addition, CISF is entrusted with the security of the Central Jail in Jammu & Kashmir and provides security cover to certain categories of VIPs.
Owing to its consistent professionalism, vigilance, and dedication, the CISF has now been entrusted with the security of the “Temple of Democracy” — the Parliament House of India. Through its continual efforts to safeguard the nation’s critical assets with utmost efficiency, the CISF has earned immense public trust. Today, the Force stands as one of the most visible and people-connected security agencies in the country, with extensive public interaction at airports, metro stations, and heritage sites. The daily security interactions of CISF with public goes upto 1 crore.
The CISF has not only grown stronger in terms of manpower but has also evolved into a technologically advanced force. It is the only Central Armed Police Force (CAPF) that possesses a full-fledged Fire Wing, deployed across key installations and comprising highly trained professionals equipped with state-of-the-art fire-fighting and rescue equipment. In addition to safeguarding national assets and preventing huge revenue losses through its effective security and fire-safety mechanisms, the CISF has also generated significant revenue through its specialized consultancy services. These services, available to private entities for a nominal fee, have been availed by several leading organizations such as SBI Data Centres (Mumbai, Chennai & Hyderabad), AIIMS New Delhi, IIM Indore and Shri Kashi Vishwanath Temple (Varanasi) among others.
The CISF, the “Shield of Security”, also holds the distinction of having the largest number of women personnel among the Central Armed Police Forces, reflecting its commitment to gender equality and inclusivity. As the sentinel of the nation’s critical infrastructure, the CISF continues to enhance its professional capabilities and technological edge, staying steadfast to its motto — “Protection and Security.”

CISF provides robust protection and security to public sector, private, and joint venture installations, as well as airports, based on deployment norms prescribed by the Ministry of Home Affairs (MHA). Key areas of deployment include:

CISF is deployed on cost reimbursement basis
On receipt of request from a client, a preliminary assessment of the facility is conducted
After the client has agreed to the Terms and Conditions of CISF deployment and committed to pay all expenses related to it in writing, MHA is requested by CISF to accord ‘In-Principle’ approval for the deployment.
After ‘In-Principle’ approval of MHA and receipt of survey fee from the client, a joint security survey of the facility is conducted by CISF and management officials.
Based on the joint survey, requirement for manpower, accommodation, transport and other administrative/ operational equipment and stores is assessed.
Formal requisition is furnished by the management and MHA-approved MoU is signed between CISF and the client.
Based on the joint survey, CISF submits a proposal to MHA for sanction of posts.
After the posts are sanctioned, the concerned management is then required to remit security deposit of 03 months pay per head and complete the Pre-Induction Formalities (PIF) such as provision of accommodation, communication, transport gadgetry etc.
Requisition letter seeking Consultancy services to be sent to CISF HQrs addressed to the DIG/Tech
On receipt of the requisition, introductory offer letter and Brochure containing the details of the consultancy activities undertaken are shared by CISF
Precise data and requirements of the client are collected
A preliminary visit to the sites where Consultancy is required, is conducted
Consultancy fee is worked out based on preliminary visit recommendations and prescribed norms
Letter of Consultancy Fee offer is sent to the client
After the fee is received, a Consultancy Team is detailed from a panel of pre-identified experts
The Consultancy Team visits the site for audit and survey at a mutually agreeable date
The Consultancy Team prepares draft recommendations and presents them to the client
Draft Consultancy Report is prepared after incorporating the views of the client
Draft report is submitted to the Consultancy wing at CISF HQrs for review
The report is critically examined at the Consultancy Wing and modifications are made, if required
The report is put up for perusal and approval of DG, CISF after finalisation
The duly approved report is sent to the client with a request for survey feedback
